We asked our consultant what would happen if we refused to make any changes.  She said they would deem us in Fiscal Caution.  If we again refused, the Auditor of State would deem us in Fiscal Watch.  (We would still work through ODEW, but the AOS has to release us, so it is very difficult to get out of Fiscal Watch.)  If things don't improve, we would move to Fiscal Emergency.  At that point, we would have to borrow money against our state payments.  Any money borrowed would have to be paid back within 2 fiscal years.
